Within my work in assisting companies and advising and training professionals , about the storage of chemicals there is often a lot blur surrounding this topic. Not only companies but also inspectors have difficulty with the interpretation of legislation that exists at this time in the Netherlands. With this presentation I will provided insight into the current regulations and also give practical answers to most common confusions regarding the storage of chemicals. Below are some examples of questions to which answers will be provided: • Which guidelines are applicable? • What is the relationship with the environmental act, activity act and health and safety regulations? • Who are the enforcers? • What criteria are there? • What is backlog? • What are the maximum stocks? • The impact of REACH, GHS and ADR for the storage of chemicals. Insight will be given trough a practical roadmap how to meet the regulations for the safe storage of chemicals and to prevent incidents and accidents accordingly.

Over the years TWO has evolved as a key-player in this market by offering a one-stop-shop solution. We offer a range of activities from production facility until the final customer wherever located: management of the inbound flows, customs, fiscal representation, storage, order picking, labelling, refilling products in smaller packages, colouring paint, our drivers pumping chemicals directly in the tank of the final customer, returns management, European distribution and consultancy. Also we are in discussion with our customers in order to determine how together we can reduce the overall supply chain costs. This has lead to several very interesting projects and to significant cost reductions for our customers. Further we are about to introduce a new, not yet existing product that will create again significant cost reductions as well as a another way to create more turnover. TWO is also the sponsor of the foundation of the “Association of Dutch Chemical Warehouse Companies (VNCW)”. As already explained by Mr. Bulkmans of Muopo there is a lot of unclearness re. storage of chemical products. Needless to say that this has lead to a lot of frustration for chemical warehousing companies (shippers as well as logistics service providers) . The goal of the VNCW is: to get influence in the development of rules and legislation as well as standardizations; to represent the interests of the members and to represent them in permanent and/or temporary consultation groups; to offer a network; to let execute surveys and to offer a source of information.

In deze lezing wordt ingegaan over de gevolgen van de nieuwe stoffenwetgeving genaamd Reach. Omdat deze wetgeving al enige tijd van kracht is wordt er een kleine terugblik gehouden op diverse zaken die geregeld zouden moeten zijn. Er wordt ingegaan op de eerste groep stoffen die geregistreerd moeten zijn per 1-12-2010. Bij de eerste registratie moeten ook de blootstellingscenario’s opgesteld zijn. Op deze blootstellingscenario’s wordt ingegaan tijdens deze lezing. Een andere wetgeving die van kracht geworden is, is het zogenoemde GHS, (voluit: globally harmonised system of classification and labeling of chemicals). In Europa wordt deze wetgeving geïmplementeerd met het CLP systeem., voluit Classification, Labeling and Packaging. Dit heeft gevolgen voor de etikettering van gevaarlijke stoffen. Niet alleen de gebruikte symbolen maar ook de teksten op de etiketten wijzigen, R en S zinnen worden H en P zinnen. Omdat indelingscriteria gewijzigd zijn ten opzicht van de stoffen en preparaten richtlijn kan het zijn dat stoffen in een andere categorie ingedeeld worden. Deze veranderde indeling kan ook gevolgen hebben voor de opslag van stoffen (PGS richtlijn) en voor vaststelling van ARIE en BRZO grenzen. Beide ingevoerde wetten hebben gevolgen voor de veiligheidsinformatiebladen ook wel MSDS genoemd.
